first of all, they sent more than 20, he just didn't post the tx ID for all of them, you can check the addresses.
and they pick people based on their registration date.

Those 31 lucky people will not post anymore,and by starting distribution they have handled the situation in smart way. So we will stop asking for bounty payment. I really think that the MGO team do not love us or care about us. But many of the participants have invested in ICO too. Only ICO investors are their concern. We are useless now ??  

I'm sure they will finalize the rest of the distribution soon. The Waves portion should go pretty quickly. No need to worry. It's good to see the process is underway.
