HBCC is set manually and you do it in general radeon settings - Global settings. Not wattman.
Not sure if I understood your question correctly or not. Apparently HBCC has to be toggled every reboot as its not showing on or off correctly?

What is the power watt usage for the card when set to the 43mh method. When I move wattman settings from default with target temperature from 75 down to 69 I gain 12% in MH hash, just something worth mentioning. AMD is not the type of card to work optimally by itself.
Just toggling HBCC while I write/read this thread(it was already showing as on in radeon panel), I got an extra 4% hash so worth doing. I havent tried varying amounts applied.
Does anyone find NiceHash useful at all for management
