There is a news, just check out their website here https://atlant.io/, you can already see that they have partnered with Hitbtc, Yobit, Tidex, and Etherdelta so that's a lot of choices for traders, I think it will be trading soon once the tokens are release and it will start at Etherdelta.
Big news to come for sure but that is only the beginning, hitbtc is quite a good exchange nowadays.

Can I buy tokens even though I wasn't registered for the ICO?

I think this counter calculate all income (inc. fiat system) but i may be wrong.

They also accept fiat payments so that's quite possible.
