I'm not too sure what a decentralised internet means, but it will let everything run natively while connected to the blockchain would should break down a lot of barriers in adoption of NEO. Dev community and newbies to that side which include myself will find it a easy way to churn out contracts and dapps. Ive got one in mind I'd like to develop myself.
