Most of the ICOs are postponed until market shows positive movements. I think it's a good decision as we have noticed that right now it's looks impossible for an ICO to reach it's hardcap.

Such decision is good but it has a risk too. If the market movement won't go in the expected ways, means the ico will be postponed for an uncertain time and it could make people bored.
