If anyone is having out of sync issues replacing the DeepOnion.conf node file by itself is not enough. The blockchain must be replaced with QuickSync and the wallet must be restarted after applying the new DeepOnion.conf file.

NOVA was added to CMC late January 2019 according to this announcement:

The trading volume is still low compared to the early days when NOVA was the only exchange to trade ONION. Now they have to evolve faster in order to compete with KuCoin and CoinDeal.
