It could. Other coins have come that close or gone past that even with a dumbass concept/name behind it. PMC is actually an interesting idea and Premine Coin is a good albeit ironic name, since people tend to hate when a coin is premined for profit of the developers.

0.8.7 is available in the op. This update included -walletnotify and some other minor changes. I'm at a brick wall with the TX fees at the moment. I am currently testing (yet another) TX fee change. If all goes well that version will be available soon.
