I know these kind of opinion, I also having the same thought sometimes the wheels are going to specific reward like (Points only or lowest IDR only).

LOL, are you playing togel regularly now or you play when you got lucky numbers only? Such as number you got from your dream, from unexpected moment/accident, like most others togel lover in our country? 
Too bad I'm no longer following togel (especially HK), I played it almost everyday during 2013-2015 IIRC and I hit 4D numbers like 2-3 times only for 3 years LOL.
Some togel lovers use strategy by betting on the same number until they hit it (2D), they increase the bet amount after 2-3 continuous weeks ( I did it as well  ).
Some others use a strategy by buying 50-60 numbers a day and use martingale system, the profit is small indeed but it works most of the time especially if we play it on online togel site that give discount for every bet.
Discount like where we pay 25% (for 2D) less than what we should pay, so even if we buy 70 numbers a day then we will still make profit if one of the 70 numbers come in the result.

I think it has the same odds or maybe lower since it's true you'll get cheaper bets, but the "multiplier" decreased substantially. I'd rather bet full amount once in a while but spend like 100k to get millions (if lucky)

Well my answer yes, other competitor are still running mostly with "Ads" from Influencer local. Basically, youtube and IG sponsorship but BK8 already on next step open a market in here. BTW, BK8 also provided their own local casino (his provider).

Not many casino who want to open their own casino, mostly just partnership between provider to set up a table for them under casino name like in (Evo/Pragmatic Play).

Same here! I first heard about this casino when Manny Pacquiao partnered with them. They must've paid a ton for that promotion, which tells you just how big this casino really is.

I think they’re running some ads too, but I noticed they paused their signature campaign on the forum. Not sure what their plan is, but other popular casinos are still going strong with theirs because it’s key for gaining community trust. I disagree with you because, the world of tech, and online services is ever changing, and businesses that wish to continue to stay ahead of the curve will not lay down such target and have it stamped, and even proceed to quitting any or all forms of promotion when they assume they gave reached their target, there is never company with enough customers, specially in the gambling sector where customers are known to move from one casino to another, a casino that is managed by people with sense and vision will continue to promote their services to gain new customers to replace those who are leaving to try other casinos.
