Probably due to the bankroll issue or rather they want to trap users money by limiting it so that they will never pay outside the range amount that they set. The deposit fee is understandable if they are pertaining to card deposit that automatically convert to crypto balance but this is insane if they will charge fee for crypto deposit.
Nice find on the maximum win limit because many user especially whale players will automatically trap their balance once they deposit above the withdrawal limit which is very small for a month max withdrawal limit. Overall this casino have a very shady ToS.
There are fees associated in every transaction, crypto too. If the casino is using some kind of payment gateway (psp) they will charge the operator fees, typically 1-2% with a minimum fee charge, which carries over obviously to the player.
In my view, thats completely legit.
Whats not legit in my opinion is having these ridiculous KYCs in the first place. One one hand they all claim anonymity with instant withdrawals and on the other hand they are licensed and require KYC. Its one or the other, you cant be both.
The point of running a crypto based casino is for players not wanting to identify or use CC for transactions, so whats the point of licensing a casino and taking only crypto as a deposit/withdrawal method. Something i never understood.
