A long time ago there was an extra tax of 0.25 cents (a "kwartje") per litre petrol/gas (for your car) introduced (at that time by prime minister Kok, hence the name "kwartje van Kok"), with the promise it was temporary (if I remember correctly). This still needs to be "returned" to the car users and in that time people got the feeling they were ripped off by the government. In discussions about taxes/prices on gas/petrol this comes up every time (Dutch petrol/gas has the highest tax in the world, about 60-70%)... The site LTEX releases pays 0.25 NLG (a "kwartje") back for every litre tanked.
