That's correct, the 3 hours is just when staking begins. Doesn't mean new minted coins will be received in 3 hours.
The coins have been mined and ready to distribute. A explorer will be online before any stakes are sent.
If any news coins are minted, they will be distributed along with the bonus, so the only benefit is to those who hold for 30 days!

Did you ever see 8h stake on Blackcoin? No. The best i saw was around 2 days - and i was easily in top50 richlist. You would have to own enourmous amounts of coin in order to have high enough priority for 3hour stake.
The only person who will benefit from 3h stake cummulative effect is the developer with hes premine.
I would have to look in to the source code for more detailed answer, but i can imagine, that this coin is no different than most.
Anyway. It does not matter since interest is not compounding much with 7%. In best case you will end up around 8-9%.
