Cloak was pumped by Iconic Expert in the beginning - where it reached ~40k. He left and the coin dropped to sustainable levels. It rose again on it's own merit and was listed by MintPal well after the Twitter people left it.
Until 2.0 comes out, its centralized anon trash with no TOR protection.

Do you realize Razor is actually the first coin to implement TOR routing? Do you realize why its the next big thing? Its not copying other coins promising a feature in the near future, its unique feature works now today. This is why it is more valuable than Cloak for the time being.

100% premine. Says on the website "only way to get Neutrino is to mine it" yet they list no miner or mining pools for Neutrino. Bought their way into Bittrex. Sponsored themselves to take the top ad on the Bittrex landing page. No ANN of launch anywhere on the web. Fake Linked-in profiles. Using cheap tactics to market the coin similar to name dropping the coin in another coins thread.
Anoncoin had Tor/I2P support in November. Look it up.
