That is still the way it works; it just so happens that the campaign is currently being reorganized, as stingleword detailed in previous posts:
There is another reorganization applicable today. Just like last time, existing enrollments are unaffected. If you are a Member and you enrolled prior to 08-12-2014 you will still be paid 0.05BTC when you qualify. New enrollments as of 09-12-2014 will fall into three brackets:
0.1BTC for Senior Members or higher. There are 20 of these slots, and all signatures are available.
0.05BTC for Full Members. There are 15 of these slots, and some signatures are available.
0.025BTC for Members. There are 10 of these slots, and you must use the original signature.
As 0.05BTC slots are vacated, the rank of the person being paid (or disqualified!) will determine the slot that opens up. If that person is a Full Member at the time of evaluation, a single Full Member slot will open. If that person is a Member, then two Member slots will open. Once the ten Member slots are open, things go back to normal again.

I went over the enrollment lists and realized I have a small problem. There are currently only three Member-rank enrollments, but i need five of them to be vacated before the reorganization is complete. Using this math, two Full Members are going to get screwed out of an opening.
Well, I promised I wouldn't do that so I won't. I also see what appears to be two Full Members that will reach Senior status before their enrollment completes; those slots could be freed up to Member status so that is what I will do. OP updated with information.
