What is this mockery of an ICO? Shouldn't there have been a dry run to ensure the system it's working and working well?

Sorry guys, but this incompetence is not acceptable to me as an investor, investing my hard earned BTC into a project, I need to feel comfortable that the tean are capable of building software, and conducting a simple ICO. . .
