Did you found any claim reports or... For found puzzle and transfer from any one ?
I only say what I see; public forum, public posts, hypothetical link between a "puzzle" transaction and an user

I don't say it is illegal or scam either but from the other side our probable creator is missing since 2019 what raises questions about his/her clean intent of this competition.
The second missing is a clear explanation about the minimum puzzle definition "whoever can get access to a given wallet = can keep the prize" - example.
Of course we cannot directly say that this is illegal however current state ≠ right to think and feel funds could be easily sold and used 100% with no seizure risk.
We can always say "alright" if this is a true legal puzzle then why the important definitions, declarations are missing?
and because there is likely no claim reports we cannot just assume that getting those coins won't bring problems.
saatoshi_rising is not the creator of a puzzle. There is no indisputable evidence for that. If you are worried about the legal side of found keys, do the following steps:
Find a key
Transfer to a new wallet
Sell on a DEX
Buy ZEC, Monero, or Dash with a shielded wallet
Transfer funds several times
Congratulations, the funds cannot be tracked.
You're an expect clearly and that is not my intent at all.
I am not worry either, eventually funds got frozen forever or eventually I sent them to dead address, done.
Why would I risk being chased for some shady activity because of missing information I cannot provide?
