Yes, you can do it on the first dump. It will start the first minute after the launch. Of course we are not sure when the launch will be and when some good exchange will add it.
The launch is scheduled on 24th of this month, I think c-cex and few other exchanges are interested to add lisk.
The launch WAS scheduled in earlier time also. 24th is just the last date the dev team promised. Noone will be sure untill 24th.
