Minimum icn required is ONLY 42 ICN. I don't think anyone with such a low amount of icn would be here. But, this thread has many people without any icn , just spreading fud.
Yes, the amount may be about 10 satoshis worth of Ethereum for people with only some 100-200 ICNs.
