I think you are confusing bitcoin with some other concept or probably with financial aid or something. See bitcoin is basically next form of money so it is a cryptocurrency. It has some features which uplift the transactions on international level and it transforms the way we use to transact.
Bitcoin wont do any right or wrong thing but the users would do it, so if someone is donating his bitcoins in poor countries then we can safely say yes its helping those countries but that would be the micro case.
Bitcoin will help everyone in the same manner but with some more benefits that traditional money does.
this is also what i always try to say. if bitcoin is just the medium transporting the help, then bitcoin is not helping. if in the process of helping you can replace bitcoin with something different and the outcome is the same, than bitcoin is not helping.
let us say i send bitcoin to a poor country to help, then money could have also done the trick. hence bitcoin did not help.
but if i send bitcoin because they need to be there in 4 hours and it is sunday, then bitcoin is helping since this would not be possible with a bank.
