Any use for Rust? I know that ethereum's Parity is written in Rust, maybe we'll see a similar client on Ark as well? (minus the Parity's multi-sig contracts with millions of dollars locked in because they're bugged )

Not sure what you mean but you're clearly confused on something.
The dark network is for beta testing, I don't know how exactly it works but it's probably an image of the actual network some point in the past, you might be able to login there and test some things but DON'T SEND coins to the dark network, they'll get lost. Stay on the light side young padawan!

As for the smart contracts, they'll be available with the ARKVM update.
As per the roadmap (found here: https://ark.io/roadmap) ARKVM is expected to be completed some-when on 2019 and at the moment it's in the early stage of about 39% completion.
