Are you on Android or iOS? And has your ARK been confirmed or did you try to instantly cast a vote the moment your balance appeared in your wallet?
I think you need to wait a few minutes before you can vote, but I don't remember how many.

Make sure it is latest version, then try resetting peer. You may have an overloaded or dead peer. There is no minimum amount to be voting, but there is a minimum for sending a transaction and voting. I would recommend going with the average to make sure it is accepted but you can also lower it if you are more advanced.
