You should check your balance at

https://neotracker.io/ with your public address (for example). Also read the FAQ at the NEO Reddit and note that the NEON wallet has an issue at the moment where the balance occasionally displays 0 NEO when there are NEO in it....the developers of that wallet are working on that issue. If you are using the NEO Desktop Wallet, make sure that the wallet is synchronized as otherwise your funds will not be displayed.
