How much ETH were suppose to send if you are to be qualified on tier 1?

Correct me if I somehow seem not understanding all these quite well. Wasn't it to be considered on tier 1 was to invest the first as early as possibleon the crowdsale?

Tier 1 was closed. Tier 1 individual max cap was $100k - it's for strategic partners. Cap for all Tier 1 was about $1m
