It will roll out in stages.  But for the "final" vision, at least another year.  In the mean time, a lot of the foundation will be established in this next version, 0.12.1.  But all you'll see - I think - is the upgraded budgeting system.  We also got some new abilities in the wallet, like monitoring your Masternodes from a 3rd wallet using masternode.conf.  In testnet, I was able to start my MN once using this non-hot wallet, but not sure if that was because it wasn't really down, or if that's how it's supposed to work? All other times I needed to load the hot wallet.  I think they would like to make it so that you don't need to load a hot wallet to start the MNs.
