The withdrawal request was not made in dollar($) but in Indian rupee(₹) so the withdrawal requests are not $25k and $19k but the equivalent of $282 and $214 respectively. I think without KYC such withdrawal can be honored in BC.Game. I don't think they send KYC requests randomly. Most likely, there was some activity in his account that triggered the BC.game security system, which is why they requested KYC even for such a small withdrawal amount. Maybe they didn't like his IP address or something else. Anyway, it's worth noting that their ToS describes the restrictions and verification process in more or less detail. So it makes sense to reread it to try to understand what the reason could be.
