I think they are talking about existence of casino here in the forum such as being active on ANN thread and promotion. Most of the casino that do long term here usually doesnt focus at all in forum but rather they spread their marketing even on social to combine it with forum promotion.
There are many channels to do advertisement and Bitcointalk forum is one of channels but it is one of oldest forums and biggest ones too. Especially if it is about a forum which accepts bitcoin and cryptocurrencies, a casino that accepts cryptocurrencies, can not find better forums to do their advertisements than Bitcointalk.
Most of the casino that leaving the forum or launching quick campaigns are those small casino that rely too much on the forum marketing such as signature campaign then abandon other promotion which is a bad mistake.
It is biggest problem for all small business with limited funds for operations and advertisement. If you don't advertise, it's hard to get new customers but if you run small advertisement campaigns that last too short, it will not bring much effects for your business.
Bitcointalk campaigns should be combined on outside forum marketing to have a good marketing effect. Since other user outside the forum can use the forum to verify the reputation of this casino once they saw it on social media.
Reputation of a casino comes from not only advertisement but from more factors like how they handle customer withdrawals, account termination/ suspension, customer support and provably fairness of their games. Many things which all must be built with a long time as well as considerable feedback from real customers, not bots, not cheaters.
