I don't feel confident on any exchange with my coins, but until i can test more the actual wallet i was considering to leave half of the coins on poloniex.

To send using a Payment ID, include the Payment ID after a regular transfer command:  transfer 0 <Deposit Address> <amount> <Payment ID>

I can use that syntax if i am trying to transfer from my local wallet into poloniex, but if i am sending from cryptonote exchange into poloniex, should i just use the Deposit Address??

A bit optimistic in my opinion, more like 0.0075 to .01

You can't send from another exchange.  You need the transaction ID to deposit.
