You can send and it will get into that person's wallet within seconds (just like other cryptos), but that person would have to wait at least 1 confirmation to use that money to make a payment.

try http://localhost:6876

test net is a different port.

Don't know much about storj, but it seems like they haven't heard of Nxt. They are choosing between counterparty and mastercoin. Maybe someone wants to make them aware of a better option.
