It's like someone donating $50m to one single charity - they won't use efficiently - but if he gives out $1m each to 50 charities it would help more people.

This isn't Charity though, it's a business that's trying to be as profitable as possible.
You think it makes sense to give your most valuable players less so that you can give the less valuable players more? Top 3 racers have wagered over $150 million already. Big players are why there is a $1m race, it's their money.
