My question is if its ok for someone from same house hold to create another account not to circumvent betting limits or take advantage of promos but to wager in the casino dice game at the same time, would this be considered ok?

They clearly saying multi accounts in any case not allowed so better follow the rules and not try to create multi accounts as you can lost them without any prior notice even you want to play dice or any thing
