The BNT does need to be purchased and staked in a relay but the Relay owner maintains control and ownership of this BNT. On most exchanges it is a sunk cost, on Bancor the relay owner maintains ownership of these funds.

Hearing about BancorX, the integration of the Bancor network on EOS to provide cross-chain liquidity. However, while the details about this have not been fully announced, my understanding is that this is on the EOS blockchain, not on Tron.
