I agree with you. If the team decide they give too much bounty pool, the project always see big dumps after bounty distributions. But I haven't seen a good project with a long time bounty award distributed, the projects listed on the exchanges don't distribute bounty

In my opinion there is no really any best time to buy altcoin like that, because buying here is relative to market situation. Someone might buy a coin at $0.5 and have his gain in the some weeks and another person might buy at $0.8 and also have his gain likewise.
But the advice is that, there are some market situation that one can quickly take advantage of, and that is when the market is in dip, when it is red, that is one of the ideal situations to buy.  If you buy good/promising altcoin now, you're are on the right path.

Now I prefer to buy coins only those projects that are traded on exchanges and have a good trading volume.
If you buy coins during ICO, you can earn much more, but the risks are much higher. Especially in the present time.
