It depends on altcoins capabilities and potentials from the start of its project, because some of them dont have ICO. But I highly recommend to buy altcoins during ICO there will always a pre-sale period and even more got a bonus in addition. If you got the target altcoins you need to standby for their sale phase because mostly it is limited only then you need to wait another time for exchange which is my second opinion for you.

Anytime will do because here in crypto world everything are unpredictable so if ever you do have the money then go and buy altcoins but of course you need also the knowledge for you to have a better chance of earning money in altcoins trading. So start with studying the basic of it and also how the altcoins moves in the market and make sure you put it in your mind not only reading it. Then make some research about the coin you want to buy and carefully examine it and then choose day trading for you to have some income everyday.

One option is buying new and fresh coins because usually their price growing, but first you must analyze it.
